Is the appointment of Liz Truss as PM part of the Government's strategy to discourage migrants crossing the channel from France?

One of the reasons she was elected as leader of the Conservative Party may well have been a belief that she would try to do something about that. The government, of course, had no part in her election or her appointment as PM.
