Assuming your source is accurate it applies exclusively to language teachers. outside of Quebec French language communities are tiny so the availability of language teachers is a tiny pool to begin with. My first high school in Ontario which is the most populous province in the country had a total of 135 students from Grade 7 to Grade 12.
