Doesn't this depend upon what you think the Deep State is?
To most Trump voters, doesn't it represent anyone who wants to stick up for minority groups or to protect the environment?

I can't speak for him but his original comment hit the nail on the head.
The original analysis of the deep state comes from the left. It's about powerful, unelected figures and a pro establishment culture. Trump has co-opred this criticism.
People on the left know full well that Trump is elitist and a bullshitter. It's a greater evil fighting a lesser one.

@Whyme That is kind of my point. The same forces stopping Trump would also be barriers to major progressive change too. I'm not saying there are any easy answers.
