Is it naive to think that if the government was really facing massive public anger, it could create solutions to provide basic housing for everyone?

Honestly I think this is not physically impossible. The government can implement gigantic megaprojects that permanently change the landscape but it can't arrange for everyone to have four walls and a roof? I don't see it
