If the population is currently made of white people who have ID and black people who do not then regardless of intent the effect will be racially discriminatory.

@graphite Then why have I seen articles suggesting that substantial numbers of people in gerrymandered constituencies will need to obtain ID.

If everyone already has ID then there is presumably no problem so why is anyone even discussing it?

@ninalanyon Articles written by whom? The US news media is largely an extension of the Democrat Party and for the most part can't be trusted. Most of the news media does nothing more than run Democrat Party talking points, cheerlead for the Democrats and cover up Democrat corruption.
