Are presidents the ones who decide to wage wars?

Or there are people behind them? Like Rothschild or Illuminati.
Are Presidents just there to distract us and complete a mission that they sold their humanity for?

Only Congress can declare war.
However, a lot of presidents have gotten away with sending our military all over the world, to wage war.
