Are presidents the ones who decide to wage wars?

Or there are people behind them? Like Rothschild or Illuminati.
Are Presidents just there to distract us and complete a mission that they sold their humanity for?

Sort of. Presidents (and in democracies, legislatures) can use the levers of power to spur the public on to fight wars. Neither party can truly war unilaterally, but it can be very difficult for the civilian populace to resist those levers of power... they are powerful, after all.
