No. I believe when they pay they also pay for the quality. I'm not sure if people from the countries where students cover their studies know the state of schools covered by the state's money. They're usually underpaid, teachers neglect education due to their side jobs, equipment is obsolete and if anybody wants to get a grant for new equipment it could take months before all the bureaucracy is done and someone up there reviews and approves the application. That means nobody wants to bother with it in the first place. I really hope these things don't happen in private schools.
