If they leave, come back legally, and become citizens, sure.
But out leaders -- well, doesn't our law say that only citizens vote? And to gain citizenship, isn't at least a modicum of English required? Yet our laws and customs are so flounted that our leaders print ballots in other languages. That's today's world. Flount, flount, flount, flount.
