Why do Americans claim there's no requirement for their country to be a democracy?

There's the fifteenth Ammendment to the US Constitution, and there's also Article 21 of the Universal Declaration of Human Rights.
How can people skip knowing about human rights and go back to the 18th century excuses for taking over?
