Most likely by accident.. They where bio engineering it with gain of function addons to make it more potent in Wuhan sponsored by Fauci because the gain of function research was banned in the USA and the communists where quite happy to develop a new bio weapon and have the USA pay for the research..
When you are developing a bio weapon you need to secure your weapon until you have an effective vaccine.. That way you vaccinate your people and troops before you release it upon the enemy..
