When the people think more about themselves then they think of others which is more totalitarian?
What is considered totalitarian is totally dependant on how you think on this issue.
Whose rights are more important? And how can that be enforced either way without mandates of some sort?
People don't really want to be homeless any more than those that wish to profit off them want to help them or to be around them. 馃様
