@pdockal According to a friend of mine from Afghanistan their religion says women should be modest. The garments are more cultural and tribal implementations inspired by these ideas. This is not unique to Islam either. Coverings are a thing in some Christian sect to this day too.

@pdockal No way to know. How is anyone supposed to know the origins of fashion of any kind hundreds of years ago.
Also making assumptions based on the most extreme members makes about as much sense as judging Christians based on the Westboro Baptist Church.

And FYI there have been plenty. The current norm doesn't mean that has been the norm historically.
Even in the same region. The Tuareg has a very matriarchal history and the men wear the veils.
