a permanent base on the moon would be great, because you could use that as a port to launch from too, where cost to get things off the moon are far lower.

which you could use as a base of operations to begin sending robots out to mine and retreive asteroids, and all the minerals and rare earths in them.

Now think who could afford to be on such a moon based moonbase especially in light of the costs to get those rare earth metals.

those rare earths would have to be exceedingly rare to ever justify the expense - don't see it happening
