I tht they just got wriggled in a weird way, but that sorta does look like a wedgie! But it's on the wrong side to be. Wedgie. That's just an odd place to bunch up though...
@NoahB going back and looking at other images (I don't feel like loading them), looks like he has gotten that strange bunch a bunch of times (pun intended). Though not to that degree, or if it was to that degree, the entire pants where a bit messy and not just that section.
And looks like most of his suits don't have a clear fly (I assume they're button open and close at the top).
This vanity fair article from 2018 seems to suggest that maybe he's gaining weight in that area.
