Why did Hawaii bother to declare a climate emergency after imposing the car based life on the islands for fifty years

Are they covering their tracks after building three interstate highways on O'ahu and avoiding public transportation like it's the communists or is there action coming?

It’s pretty comical that there are any interstates in Hawaii to begin with lmao.

Anyway, the coming switch to EVs will take care of that particular aspect, yet the wider climate change emergency will go on.
