Why did Hawaii bother to declare a climate emergency after imposing the car based life on the islands for fifty years

Are they covering their tracks after building three interstate highways on O'ahu and avoiding public transportation like it's the communists or is there action coming?

Because they want to signal a break from the past strategies and take the climate into consideration in the future.

@Stopmakingsense true, but combating climate change isn't something restricted to how people commute. Everyone could have personal electric cars fueled by renewable energy and that would be more environmental that diesel buses and or trains.
