It actually is a form of discrimination, but it's one that I strongly support. I'm assuming the person who made that statement to you does not.

Discrimination is favoring someone over the other bc of one reason or the other. Disabled parking is not discrimination, it's ACCESSIBILITY.

@offingg: This policy/program is favoring someone over another, but as I said, I strongly support it in this case for the reason of accessibility. I think we're only disagreeing over semantics, not policy.
