DC is part of both Maryland and VA. This is represented by reps from those states.
And yes DC proper gets 3 electoral votes.

@Callmewhatyouwill no, that's not how it works - citizens of DC don't have senators and only one non-voting representative. They aren't represented by anyone in Virginia or Maryland - google and wiki it.
