DC has more people than Wyoming. Puerto Rico has more people than North Dakota, South Dakota, and Wyoming, combined.

Why not just make D.C. part of Maryland? And set Puerto Rico free? And while we're at it, let's give Texas back to Mexico! Dagnabit!
