He's trying to figure out how to arrange some sort of military send-off. Pretty ironic for someone who dodged the draft. He's not leaving willingly, but leaving he is.
@Mindful And not so secretly. He thinks anyone who follows the rules is a “sucker”...earns their own grades, serves in the military, pays their taxes, is faithful to their wives, etc.
