@swirlie If they actually remove him from office, instead of just playing the waiting game with his powers suspended but technically keeping his titl, he becomes a private citizen and could be arrested and incarcerated, wishful thinking I know, which would stop him from doing anything to further agitate and coordinate his supporters.
