As soon as Biden takes office, they will blame him for the horrible death toll. That is a given. The question is how effective control steps can be at that point when the virus has been deliberately ignored and is in every small town and hamlet in the nation. Masks and social distancing works, and Biden is likely to implement mandatory control measures immediately upon inauguration. Hopefully that will at least slow the spread until we can develop and distribute a vaccine, likely later in 2021. That will save some lives, but many, many more will die due to Trump's malfeasance.
