Speaking strictly of sheep and sheep dogs.......I've seen dogs work sheep here and in Ireland.
No matter how often a sheep is exposed to being herded....every single time a dog makes a move at them...they will cower and run. I do not think a sheep has the capacity to ever realize they are actually not in danger no matter how often scare tactics are used on them. We see that same identical reaction in human beings.....every single election cycle. Politicians know if they jump up and say "he'll take ur gun"....that people will freak out every single time....just like sheep....even though at no time ever has anyone even tried to take a gun from them. This is where the term "sheeple" comes from.... and when speaking of a lower IQ group of people, it does apply.
