If they can prevent enough people from voting, they can win the White House again with a minority of voters. In 2016, Trump was elected with 46.1% of the national vote to 48.2% for Clinton. That's a 2.1% margin of victory for Clinton in national support, for those Republicans who don't believe in science and cannot do math. This time, the playing field is tilted even more to the Republicans, and Biden could win by 4 or 5 percentage points while Trump "wins" re-election.
