Is there some way to create a routine that clicks on political ads
Over an+ over again automatically so it creates an enormous bill for the candidate. At least a million clicks should do it.

Companies that provide services that enable ads to appear have mechanisms to prevent this from happening. They can detect if the requests continue to arrive from the same IP address, in response to the same ad. They can also tell how long you're on the ad, prior to switching.

A million clicks is nothing and they're probably paying for CPA or CPM anyway, not CPC.
