He's trying to delegitimize the department so he doesn't have to fund it. He thinks if he doesn't fund it, he can suppress voting through the inability to send out mail-in ballots. What he has apparently forgotten is at the US Postal Service is protected by the US Constitution.

@Graylight Maybe it's protected by the Constitution, but it doesn't mean that Trump's personal appointee in charge will not do everything he can to ensure it's as difficult as possible for people to mail in their votes.
