Does disliking the US Government inherently make you Anti-American?

Can't you be both a dissident towards your country's government and a patriot?

No, I'm not talking about merely disliking just a ruling political party. I mean disliking your system of government and what it does/has done at its core.

If you despise the American government, does that necessarily mean you despise the American people?
