Probably BLM. I don't think the KKK isn't really an economic or even a serious social force.
But I think t's a bit complicated. Protest events, riots, insurrections all frighten people, making people, regardless of color, afraid to venture into the inner cities. Most businesses rely on customers, including black owned businesses.
Also, business ownership may not always be seen as an admirable achievement within the black cultures. Residual resentment from the segregation days still runs deep, where blacks felt victimized and still feel victimized by businesses, so it's like you don't want your children to grow up to be crooks or drug dealers; growing up to be a business owner may likewise be an unpopular ambition. And since BLM is about bringing bitter memories and resentment to the surface, it's a call for blacks to distance themselves from any business and focus on the resentment.
