Why did governor Cuomo not use the hospital beds in the Javits Center or the hospital ship to send the elderly virus patients?

After complaining he needed ventilators and hospital beds which he received ,he sent them all back.
Meanwhile the nursing homes had to care for dying elderly patients.

@MarmeeMarch No, only a small minority, and over 80% of those die anyway.

But that minority can mean a lot of people when cases spike, which leads to an Italy scenario where there are not enough to go around and docs have to decide who does, and doesn’t get a chance to fight for it.

Thankfully NY never got there, through they were pretty close when the effects of social distancing measures started to kick in.
