Because politicians aren't the best scientists (to put it mildly) and scientific advisers might feel intimidated about being upfront with their leaders due to the severity of what's expected to happen?

@JBird I tried to soften that slightly, but frankly I think most politicians are power-crazed fools who don't give two hoots about the populace unless it's about getting votes off them. They won't be looking at anything much from a humanitarian perspective, in my opinion, which is what this requires...
