No problem when the face is uncovered, BUT I can see that covering the face would be equivalent to wearing a mask in public and their MIGHT be some serious criminal and security concerns about being masked in public places, given our current world.
Reminds me of the stupidity of some aspects of this: a high school girl was recently running some kind of track event -- cross country I think -- and was disqualified because she ran wearing a headscarf without previous written permission! I mean, alright, there's probably some rule about wearing standard uniforms to run, but some common sense has to be used in cases like this.
