I worked at a VA hospital. for 20+ years, and I can say there were users and abusers in that system who came to work for one reason...get a pay check every two weeks. Patients were not their main concern. Trust me, I saw incompetence, neglect at many levels. If the related story about the mental patient is true, first it does not surprise me, though I'd be naïve to think all is great in NZ or anywhere else where those in need of both physical and mental care are given the best.
