@Jackaloftheazuresand Because common sense. If Trump had meant one needed a license to drive, he would have said that. He would not have said driving to get groceries. And if you think driving to pick up groceries is the norm, go to any big city with a decent transit system.

Common sense also says when those that have an ID go out they bring it in their wallet or purse because you could need to be identified by emergency responders or a coroner.

I find it funny you'd mention tolls if they aren't driving, pedestrians don't pay tolls.
