It doesnt matter what was promised.... Putin knows he cant trust Trump to keep a promise any more than anyone else can trust him. What he can count on is for US military to react too slow and too late (or not at all) because they are too stretched in other areas and with command and control confused and indecisive. And thats all he needs to know.
