Why does he say the things he does? Rile people up?

Joe Biden, apart from him being probably the best choice for the Democratic Party, he always seems to say things and bring things up that are not really relevant, such as the hypothetical question about the assassination of Barak Obama, who in 1968 would have been 7 years old!
