Whatever they’re supposed to be used for. But the thing is, they aren’t. I wouldn’t have a problem with it aside from the usual complaints about taxes, if they were used the way they are supposed to.

Defense

Roads, hospitals. Schools. Teachers, nurses, police, fire departments. Medical research. military..

Health, education (both schools/ universities and research), welfare, penitentiaries (so that there will be actual correction and not violence), protection of the environment, culture (museum, libraries etc). In that order.

Without a doubt, national defense.
