Here's the thing, the US is full of religious people so politicians are under pressure to keep them happy by banning abortion (The hilarious thing is that it's happened under Trump and he seems like he'd happily abort babies all day long if one of his stripper sessions resulted in one). But the politicians also recognize that if they go so far as banning stem cell research and fertility treatments, the US is going to fall waaaaaay behind the scientific advancements happening in that space, including designer babies. So they have to come up with nonsensical policies - oh this clump of cells is a life because it could potentially become a life, but that same clump of cells isn't a life because it's not inside a woman. lols
