It's been a couple of weeks, you know. The moron, unknowingly, is going back to the plan developed under the Obama administration, which takes NASA out of the costly and inefficient process of manufacturing/launch, allows the Jet Propulsion Labs to focus on space exploration strategy, and private vendors to do what they do best.
But, it's not like his core followers, those who hear particular dog whistles, have a clue.
