What reforms do America have currently that help legal immigrants ?

I have some bad news for you: under the new system, you would not quality as a citizen.

When my ancestors came here, there was no welfare system
My ancestors just wanted to be American citizens.
They busted their asses to get here - legally.
They worked hard to learn the language.
While they never forgot their heritage, they wanted more than anything to be American.

Find me an immigrant like that today - they will 'quality'.

[@Budwick you forget the immigrants that came here and started the various crime factions in the 20's and 30's.
