Can news be fake but true?

Ian Bremmer tweeted that Trump said, "Kim Jung Un is smarter than Joe Biden and would make a better president." The tweet is a lie. Trump never said that. However it is true that Kim Jung Un is smarter than Joe Biden. Of course a bag of hockey pucks is smarter than any democrat running for president at the moment so.....
