I'm not sure about the concept of 'the will of the people'. I can accept 'the will of the majority of the people who ... voted/attended/I know', but there has rarely (never?) been a completely united nation agreeing on a whole package of political programmes. In the UK we have the Brexit squabble and the term 'the will of the people' is bandied about by one side as if it was unproblematic and a conclusive end to debate.
In a liberal democracy there will only ever be an approximation of what many people seem to want on a particular day (polling day) and the day after who can know what is 'the will of the people'?
