Seems like contempt, but Congress isn't set up to enforce contempt or arrest anyone without the DOJ helping and my guess is, it wouldn't.

Mnuchin's on the hot seat, and I expect Trump and\or White House Counsel and\or Barr might try to take the heat off and file suit to give him cover for the contempt, and avoid or at least put off impeachment threats.

Actually, the sergeant at arms can make the arrrest.

In the 1930s a former Assistant Secretary of Commerce was arrested and jailed for 10 days after a trial in the Senate. The U.S. Supreme Court upheld the sentence.

Impeachment would be more practical and a trial would hit Mnuchin where it hurts, in his pocketbook, because he could face prosecution as well if convicted.

More likely, the Democrats will simply fight this in the Courts.
@beckyromero Wow. I just read about McCracken. That's pretty bizarre.

I guess they can take the Senate's temperature on impeachment, but it seems unlikely, so it seems like it ought to end up in court, but im not exactly sure which way it might get there if the DOJ refuses to prosecute.

Maybe the House could file a mandamus suit against Mnuchin?
