Does Trump sound like a thief at this point?

He wants to take money from military funds and might divert money from disaster aids meant for California and Puerto Rico (which are still recovering from their disasters) just to try and get this wall he wants built.

@windinhishair one could argue that the congress (with a 20% approval rating!) is not doing it's job and the executive (with twice the approval rating!) is making an allowed action to help make up the difference.
