He wants to take money from military funds and might divert money from disaster aids meant for California and Puerto Rico (which are still recovering from their disasters) just to try and get this wall he wants built.

What he is doing is unconstitutional. His naked power grab will not survive a court challenge. But he already knows that. He just wants to show his Adoring Loyalists that he will do anything, legal or not, to get his way.
