A four-year-old who commits a misdemeanor offense by crossing the border is not a criminal because he doesn't know what he's doing. Do you really need to be talked to like you're in the third grade?

@Graylight Technically, a four year old can't commit murder, since murder is the name of the crime. A four year old can kill someone, but as you said, it's not murder.
