No, but I wish it was.

It's a symbolic thing, and funding it won't help do the hard work necessary to get something together on a bipartisan basis to deal with the real issues.

I kind of think it would make it harder, but I can see how, a victory there might bring Trumpists closer to passing their own immigration policies by destroying democratic opposition to them and getting the American public more on board with those kind of ideas.
