The recommendation isn't based on Flynn's lies, though it does take them into account. Apparently Flynn significantly cooperated with Mueller, to the extent that in Mueller's estimation, the value of his cooperation mitigated his original lies. The judge isn't bound to the recommendation, so Flynn won't be out of the woods until sentencing is completed.

In other words, you're saying if you lie to the FBI you'd better hope to have some bigger fish to deliver or you're screwed.

@beckyromero You have a valid point. It is the value judgment of the prosecution weighing both the lies and the information obtained. Apparently, at least one meeting that was unknown to the Mueller team was admitted to.

Papadopolous got a 14 day sentence based on what he lied about and was able to offer. Cohen got three years, though Cohen was in a different jurisdiction, which also comes into play.

Justice will of necessity require judgment when criminal rings are involved.
