What kind of Americans could be responsible for such incompetence/fraud?

Why is that woman, who has been caught destroying votes in the past, still working anywhere near a ballot? And why are dumtards allowed near ballots. Every time their side loses boxes of ballots are suddenly found in someone's trunk, under the spare tire.
