He does not lie, he promotes conversation and negotiation.
He is a manager. Sometimes, as a manager, you have to bluff, and you have to make those around you aware of all the options around you.
Stating something that he would not do is not lying. It is teaching the opposing force that it is an option he has the opportunity to take. Not that he wants to take it, he just wants to teach them that it is an option he could take.

But come now. How is he bluffing or promoting conversation when he says, for example, that the opioid crisis bill was passed without democrat support? That's just a simple off-the-cuff, effortless lie.
